will be a considerable advance on the present position
generally, and I think it will be well to have it in the
A reenent even if it does involve a modification of the
arrangements & Singapore.
The First Opium Conference will not meet again till
the beginning of next week in order to allow time for the
Delegations to communicate with their Goverments.
I am writing in the same sense to Sir John Anderson
and to Waterlow at the Foreign Office. Waterlow and
Grindle (or you) will no doubt consult with Sir John about the matter. Et might be desirable to consult Sir Hubert
Llewellyn Smith on the form of the article. You will
remember that a special provision was inserted inthe
Transit and Maritime Forts Conventions excepting the
traffic in opium and other drugs from the provisions of
those Conventions, but it will be well to see that the
text of the article proposed does not cut across anything

possible.
